Made with spray painted acrylic (very cheap! or even free if you have a spare abandoned chandelier lying around) and freshwater pearls (comparatively expensive) , 14K gold plated wire (or plain old aluminium wire will do) and recycled brass chains from an old necklace. I like using spray paint on acrylic because normal acrylic scratch easily, but lasts alot longer once its been spray painted and varnished. Overall this cost around $12 to make assuming you already have the usual tools, ie pliers and wire.
